In contrast to direct discourse, indirect discourse (or an indirect quotation) paraphrases someone's words. Quotation marks are not used.
Will Rogers said, "I never met a man I didn't like." [direct discourse] Will Rogers said he never met a man he didn't like, [indirect discourse]
An indirect question reports a question instead of asking it directly; in this form no question mark is necessary.
She wanted to know what time the bus arrived.
