The health care system is one of the most important parts of the U.S. social system. The American nation cannot be strong or wealthy and citizens cannot lead fully productive lives without good health, and when people become ill, the medical care sector takes over and delivers a wide variety of services and interventions to restore health. So patients health and safety are the key priorities of the healthcare system.
The healthcare industry is a very large and complex, that is the reason of problems of quality of care in the U.S. healthcare system. One of them is the growing complexity of and poor organizing of delivery system, that today include more than 850 integrated health care delivery systems in the United States. (Boone 2000)
Health care delivery system in the United States is divided onto levels: the national, state, community, and practice levels. There is no set of policies guiding the health care system and states divide their responsibilities among multiple agencies, that often work independently from one another. (Boone 2000)
It means that it is necessary to form and operate an integrated health care delivery system, that requires great efforts from both government and community.
It can be said that fragmentation of the delivery system is a problem and cause of the poor overall performance of the U.S. health care system. The system is further complicated by a large number of agents and multiple stakeholders, that have multiple and sometimes conflicting goals and objectives. As a result, the entire system has a lack of accountability, and suffers from inefficiency. According to these facts, the Institute of Medicine points to the fact that “healthcare organizations are only beginning to apply information technology to manage and improve patient care. Hospitals and physician groups operate independently of one another, often providing care without the benefit of complete information on the patient’s condition or medical history, services provided in other settings, or medications prescribed by other providers.” (Crosson 2005)
That all means that one of the key aspects of healthcare delivery system improvements must be to organize a fully integrated delivery systems. Although the important changes in service delivery during the last 20 years, such as developments in medical technology, electronic communication, advances in technology and technique made it possible to restore health in ways that were not dreamed of a generation ago. New techniques in imaging, electronic communication, pharmaceuticals, and surgical procedures are remarkable, but on the other hand these advances have added costs to the system and have made health care unaffordable for a the U.S. population. (Crosson 2005)

Conclusion
The fragmented health care delivery system in the USA delivers poor-quality and high-cost care. Taking into consideration all the minuses of the health delivery system, some advances and solutions to the most important problems are really necessary. Although the solutions are complex and will require new financial incentives, changes to the regulatory, professional, and educational environments, and support for new infrastructure, but this will be an important step on the path to higher performance and better health system.
