Every policeman must resist violations of the law: in such cases policeman must take immediate action using all his might and rights.
Policeman is personally responsible both for his own actions and for actions that he in compliance with orders perform or does not perform in case, if they are inconsistent with the law. Perhaps it is necessary to add that the responsibility of a separate policeman does not exclude the responsibility of his superiors, and that the policeman can be prosecuted. Therefore, there must be clear lines of jurisdiction of orders, that will ensure that the chief will able to determine, for what act or omissions the policeman is responsible. A clear definition of competences is in the interest of both policeman and his chief. (Skogan & Frydl 2004)
In the performance of his duties policeman should use all his rights in order to achieve the necessary legal and authorized purposes, however, he should not use more violence than is required for such an occasion. In discharging his duties policeman sometimes has to use violence, but it is important to emphasize that although the definition of what violence is can not be given, it is essential that policeman can use it only in exceptional circumstances. It is particularly important that every police officer must have clear and comprehensive instructions on how to use weapons and the circumstances under which he can use it.
As for the future of police, the U.S. is moving towards a democratic, legal state and civil society. Processes are taking place to build a democratic state, with radical changes in all spheres of public life. With changes in society and the state functions due to the process of democratization there is a need of changes in the police functions. These process can be defined as “police training in democracy”. It is necessary to create a new security system that includes social unity in opposition to xenophobia, violence and everything that is connected with the ideology of terrorism. The practical solution of problems facing the state is impossible without a deep and comprehensive development and democratization of the security and police.
Conclusion
Policing is not easy job, it is a difficult profession, but it reflects the best of our democratic traditions. It can be concluded that the main direction of the police actions in a modern state is crime prevention, combating crime, restoring justice to the victim. The priority for police is to defend rights and freedoms of citizens. To make police reform a reality, police leaders must implement the best practices that have been identified as promoting police integrity.
