Problem
The problem is that many elementary students struggle with their reading due to lack of cognitive competencies and motivation Goal (Expectation)
Struggling readers should be showing more motivation to read when they given more opportunities to select different types of texts, and offered a variety of opportunities to share and discuss their results
Evidence
1. In 93% of reading comprehension tests struggling readers who read in class performed better than those who did not read in class
2. Even 15 extra minutes of reading lead to significant progress for struggling readers
3. Research shows that independent reading in any format allows students to do significantly better than those who do not have reading time

 
Outcomes/Objectives
1. To develop a classroom environment that allows elementary students to focus on purposeful and authentic reading
2. To create a number of instructional routines to support students’ reading growth
3. To increase overall students’ reading comprehension by 25% (according to the tests)
4. To increase struggling readers reading comprehension by 45%
5. To reduce the number of struggling readers in class by 15%
Causes
1. Struggling readers have no interest in reading
2. Passive school life is a common pattern for many children
3. Reading “happens to” children rather than they choose what they want to read
4. Lack of choice and engagement results in low interest to reading and low reading comprehension
5. Absence of proper motivation and formal attitude of teachers is the cause of “struggling readers” phenomenon

 
Solutions
1. Provide excellent reading materials
2. Consistent and ample amount of time for independent reading
3. Opportunities to share the results of reading and discuss them
4. Easy access to reading materials and their diversity
5. Organize whole-group sessions where several students may share their reading results at a time
6. Involve parents if necessary
7. Use authentic texts and reading materials
8. Maintain high level of engagement
9. Focus on motivation in interest to reading and provide timely support
10. Implement methods of making reading more memorable: reading favorite parts aloud, outlining “one thing I learned”, e-mailing others about the books, using sticky notes to write important thoughts and indicate reading progress
