For current analysis of how organizational concepts and theories appear in the news, I have selected the recent article (published on 15 April 2010) by Joe Davidson called “Hearing on Federal Protective Service examines profit vs. public service”. This article discusses the results of the House Homeland Committee Security hearing devoted to federalizing the Federal Protective Service which took place on the 14th of April. There was a major debate between the supporters or federalization and privatization. The idea of “federalizing the agency’s contract guard force” (Davidson 2010) was suggested and reasoned by those who vote for federalization. Meanwhile, the supporters of privatization had their own arguments: they states that such measures would lead to job loss for contractors and increase of expenses. In general, the hearing was efficient since both sides did cooperate and develop decisions together: there was only one significant discrepancy “regarding the number of private guards who are fully certified in their training requirements” (Davidson 2010), but all in all “the meeting quickly evolved from what could have been a bureaucratic discussion on outsourcing and insourcing to a more interesting debate on the purpose of private enterprise vs. the role of government” (Davidson 2010).
This article and the hearing discussed in it serve as a perfect example of how organizational behaviour theories work; namely, this is an illustration towards the interactionist view of conflicts. This approach encourages conflict basing on the fact that peaceful and static groups become non-responsive for change and innovation. Interactionist approach divides conflicts into functional and dysfunctional. The principal idea of interactionist approach is “encouraging group leaders to maintain the minimum level of conflict – enough to keep the group viable, self-critical and creative” (Robbins 2003, 291). The level and state of discussion between supporters off privatization and federalization is a vivid example of functional conflict in terms o interactionist approach.
