This paper will be about management issues and their influence on the current business situation. I think that for better understanding current management issues in the real world, it is necessary to write this paper that will develop my own opinion and perspectives on current issues in management. Analyzing different information sources I found answers on main questions that I want to discuss in the body of this paper. The main issue of this paper will be personnel management and its main aspects. This topic is meaningful for me, because it is the part of my future profession and I want to plunge into this problem with more details.
There is no organization without people. Without necessary people any single organization will be able to attain the aims and survive. Undoubtedly, that personnel management is one of the major aspects of theory and practice of management in whole. In condition of the formation of market economies in our country special importance gains to the questions of the practical application of the modern forms of personnel management, allowing raise socio-economic efficiency of any production. Personnel management is a sphere that will be never ignore by prominent leaders, because professional personnel is the first and sometimes the most important component of the successful company or organization. In acknowledgement of these words we can quote Kellough who said that “the need to ensure responsible administration in government is an imperative concern for the field of public management. The interest in administrative responsibility is crucial because public administrators are the people who place government into action. They manage and direct the operations of federal, state, and local organizations providing essential services and programs. They issue directives and regulations, which give meaning to public policy, and in the process, substantive policy choices are made. In addition, in these capacities, government administrators act on behalf of the people. Ultimately, they must be accountable to the public interest. As a consequence, public servants bear important moral and ethical obligations. It is understandable that personnel management is a part, but I want to mention that very important part of management in whole. In the system of measures of realization of economic reform the special value is given to the increase of work level with personnel, to rising of this work on durable scientific foundation, to the use of accumulated, during many years of domestic and foreign policy studying, experience. The problem of the work with the personnel can be considered the most important and specific, because every person has own character and only well-educated manager or leader can be effective in this area of management. At all variety of existent approaches to this problem in the different industrially developed countries the basic most general tendencies are the following: formalization of methods and procedures of personnel selection; advancement of young and perspective workers; and other great aims. These general tendencies must be taken into account in domestic practice of management of operations at the formation of market economy.
A theme of the presented work is seen actual, especially as a requirement is in highly skilled specialists who would possess modern knowledge in area of personnel management, in the light of our days. It is necessary to notice that in the context of given works are resulted some facts, which will be able in future to become an instrument in successful practical activity of future “manager”. An effective management of organization or enterprise is impossible without creation in it such atmosphere, when all personnel is interested in achievement of general purpose; everybody feels the personal involvement to victories and defeats of collective. Today success or failure in business in a great deal depends on creative activity of workers of organization, their willingness to undertake responsibility for made decision. Understanding of this special feature is necessary for different levels of leaders. For example, the general high level of management can be folded only in case that everybody will work, maximally realizing their potential.
On the assumption of discussed question and according to discussed education we see that “human resource management is a balancing act. At one extreme, you hire only qualified people who are well suited to the firm’s needs. At the other extreme, you train and develop employees to meet the firm’s needs.
