Application of Ethics of International Affairs
INTRODUCTION
It is known that today, the issue concerning nuclear free Middle East is one of the most important issues in the world, because all the countries are interested in global amity. Moreover, a great number of the countries are ready to promote global amity.
Nowadays, the International Atomic Energy Agency is responsible for non-proliferation regime. Special activities which are called safeguards can help to control the situation in the world. Moreover, such activities prevent the implementation of nuclear programs for nuclear weapons purposes in this or that country. Thus, the IAEA is called a nuclear inspectorate. The international community requested the International Atomic Energy Agency to establish a nuclear free Middle East. It was asked to bring all nuclear installations under a so-called “full scope safeguard regime”. (International Atomic Energy Agency)
It is known that the International Atomic Energy Agency carries out a number of on-site inspections which include the following ones:
• ad hoc inspections, which are made to verify the initial report concerning nuclear material of this or that state;
• routine inspections, which are carried out according to the special schedule;
• special inspections, which are carried out according to some procedures;
• safeguard visits, which are made to declared facilities at certain time. (International Atomic Energy Agency)
Moreover, Dr. El Baradei, the IAEA Director General, states that the region “should be rid completely of weapons of mass distraction”. Nuclear weapons are also included in this list. Of course, it is related to such countries as Iran and Israel, because these countries are known as war countries. Dr. El Baradei argues that Iran should adhere to this regime, and the International Atomic Energy Agency should have authority to carry out inspections of Israel’s nuclear program. As the nuclear non-proliferation regime is considered to be a voluntary regime, each country has its right to choose.
Nuclear non-proliferation treaty
It is known that Nuclear Non-Proliferation Treaty is a very important document, because it provides peace in the world. It is an international agreement, the major task of which is to prevent the spread of nuclear weapons, and nuclear technology. It was signed in 1968. Although more than 140 countries have already signed this treaty, there are still some countries which refuse to do it. Among them are the following countries: Israel, Pakistan, India and some others. The representatives of these countries consider that this treaty is unfair because it prevents other countries to have their own nuclear weapons. Iran is not included in this list, but this country has its own nuclear program. According to this program, uranium is used only for peaceful purposes.
Dr. El Baradei’s argument to the Prime Minister of Israel Ariel Sharon
It is known that Dr. El Baradei’s argument is based on the fact that it is high time to sign the global Nuclear Non-Proliferation Treaty, because there is a risk of new wave of terrorism. He states that “if the present situation whereby Israel is outside the non-proliferation regime continues for the next three-four decades”, a number of Arab states will obtain nuclear weapons in order to kill peaceful citizens and to achieve their illegal goals. I think that this argument is a reasonable one, and Israel’s government should take care of quick response.
Moreover, it is known that Dr. El Baradei proposed “an either/or rationale”. It means that the countries, which are not included in the list of non-proliferation regime, have two options: nuclear arms race and making the Middle East a region free of weapons of mass destruction. I can agree with this proposition because both the first and the second options are rather effective. However, in case of nuclear arms race, there is a risk connected with the actions of terrorists who can easily get nuclear weapons.
One more important fact is that at the annual meeting of the International Atomic Energy Agency, Egypt called for Israel’s representatives to join the global Nuclear Non-Proliferation Treaty, in order to represent its facilities to international inspections of the International Atomic Energy Agency. However, the response of Israel’s representatives was based on the fact that there was a serious situation in the country. Only in case of “comprehensive peace in the region”, they would be able to sign the treaty. (Hilleary 2010)
