Introduction: Description of the problem
The main question of this paper could sound in such way: how effective is a school-based program for cognitive disabled children. In addition, if it is not effective enough, what should be done to improve this sphere? However, I think we have lot of aspects to talk about. These questions have only recently been raised, and it is not possible, as yet, to answer all of them with any certainty. But, indubitably, we should start from the beginning, it means from the determining of basic terms. In this paper, we have to show if there are serious problems with a school-based program for cognitive disabled children. Purpose of the study is to reveal the exposure of children to stressors in their school environment and to identify risk factors and resistibility of children to stressors. Our core focus now is on the determining the definition of cognitive disabilities and modifying the eligibility criteria. In fact, the new eligibility criteria drop the artificial separation by intellectual level and consider the child as a whole. Many feel these funds should be spent on the larger number of “normal” children. States typically provide services to the families of severely disabled children; however, in many states there are waiting lists, so many families receive no assistance.
