I want to discuss major topic that is widely discuss in all circles of our society. We will talk about health insurance and its specific according to nursing homes and Medicare, Medicaid. In my opinion this question plays a big role in organization of the work in nursing homes, because exactly today reform of health protection polarized American society. We can’t say that health care is well-organized because like in every another country there are a lot of questions stay unsolved and many researches are looking for the efficiency way of their decision.
First of all we should define the term health insurance and then it will help us to understand how Medicare and Medicaid are involved in payments in relate to nursing homes. Health insurance is a form of social defence of interests of population in the guard of health. The purpose of health insurance consists of that, to avouch for citizens in case of occurring of accident insured receipt of medical aid due to the accumulated facilities and to finance prophylactic measures. The United States of America are possessors of the dearest system of health care in the world. Outlays of the USA on the system of health care are much more than in any other country, – both in absolute numbers and in correlation with a gross domestic product (GDP) per capita. Many Americans, do not having private insurance, fall under the action of such governmental programs, as Medicare and Medicaid, and also other programs of the different states and local-authorities for low-income groups. One of researches proved that about 25% uninsured citizens of the USA (about 11 million persons) would participate in one or another government program, but on some reason did not get under their action. One of aims of government is expansion of sphere of action of these programs on all layers of population, who need such help.
According to www.medicare.gov we see that “Medicaid is a federal program administered at the state level that provides health care for low income individuals. It also pays for nursing home care for low income elderly and disabled Medicare recipients who require that type of care. To qualify for Medicaid the potential recipient must meet a means test – their income and assets must be under a certain level as determined by the individual state. Most states use a percentage of the Federal Poverty guidelines as the measuring stick to determine eligibility for Medicaid.” Saying about social workers in nursing homes we can quote the part of article from www.news-releases.uiowa.edu where we found the next information: “Social workers play a vital role in improving the quality of nursing home residents’ lives. But qualifications of nursing home social workers vary wildly in part because of low federal standards and inconsistent state laws, the first national study on nursing home social workers reveals.” In my opinion, social worker is a profession for those people who are interested in charity and have a strong desire to help people and improve their life. Socials workers in nursing homes need special attention because their area of activity is hard and government through different programs should take care of not only about people who became participants of Medicare or Medicaid program, but also about people who help this people became healthy and take care of them from day to day.
For the conclusion of this paper I want to emphasize that social workers are important participants of the health care process in nursing homes. They have a lot of obligations in their area of work and should be skilled, well-educated and degreed people. Due to state financing nursing homes will be able to hire qualified social workers and they will discharge own duties in the best way.
