The U.S – EU’s relations are always in the center of attention.
Historian: As a historian I pay close attention to the importance of the transatlantic partnership between the United States and the European Union.
Scholar: Yes, and as a scholar and politically active person I stress that these partnerships are critical to resolving a number of common challenges, – from energy security and climate change adaptation to combating terrorism and resolving global problems.
But the two parties stress that common challenges do not mean common approaches and the unity of actions. According to scholar, a number of issues on which views differs include measures to adapt to climate change and promote global stability.
Historian: We were all worried about the change of presidency in the EU, as in July 2010 the presidency was sent to Belgium. Is this important, or is this a routine process, and the presidency of any country especially does not affect the whole policy?
Scholar: this should not be overestimated and should not be underestimated. Of course, after the Lisbon Treaty entered into force some changes occurred. Lisbon Treaty – is a complex document, but its meaning is that the EU became more slender: some of the national competences were switched to mixed, and mixed were switched in the supranational.
Historian: Belgium is in crisis, and if it came to preside, would not it impure the partnership?
Scholar: No it should not, as the European Union is not Belgium, and the position of other members are important. And Belgium is not falling apart, despite all domestic disasters
Historian: Despite all these disasters everything is under control, and this is an interesting subject for study. Nevertheless, I do not think the internal situation in Belgium, which is really not easy, has some seriously affect on the relations between the EU – the USA.
Scholar: The fact that the EU is interested in strategic partnership with the USA. Especially now, in times of crisis, it is true.
Historian: Not just now, but due to the globalization process. Globalization challenges the EU if it wants to remain one of the poles of power.
Scholar: You are an optimist or a pessimist about the future of the EU and the eurozone?
Historian: Its future EU will define itself. But, at least, their future in a global context, the EU sees the partnership with the United States.
Scholar: Yes, it is very important because, by combining our resources, pooling our knowledge, given the geographical factor, it is necessary to strengthen cooperation in all areas, which corresponds to U.S. interests and the EU.
Historian: And what are these trends of partnership?
Scholar: they are energy, innovation, energy saving technologies, “green” economy.
Historian: It is believed that the European Parliament wants to use the so-called “Obama factor” in order to establish effective transatlantic partnership. What do you think?
Scholar: The EU should officially open the office of the European Parliament for relations with Congress, whose task – the establishment of closer relations between European and U.S. parliamentarians. I believe that strengthening the role of the legislature in American foreign policy is a very positive development and looks forward to further cooperation with the European Parliament.
Historian: This is absolutely a new historical step. That’s what we talked about with the European Union for many years that we need to change the consultation mechanism on a mechanism that would allow to make effective decisions.
Scholar: yes.
Historian: To conclude our dialogue, we can still optimistic look at the strategic partnership between the U.S. and Europe and, say, to assess the relations perspective?
Scholar: If we compare positive and negative, of course, dominates the positive agenda. If you look at the USA’s policy in all its aspects in relation to Europe, it’s absolutely a positive agenda aimed at creating a common humanitarian space, economic space, building of cooperative schemes, integration and mutual penetration of ideas, people and capital, with whatever you like . And it is absolutely natural, because USA is an integral partner of Europe.
Historian: Yes, it is a historically new phase of relations. Perhaps we are moving towards cooperation not as fast as we would like. It is felt in many aspects of our relationship, but, nevertheless, the progress is evident.
Scholar: in general, we can conclude that the prospect of a American-European cooperation is good, and we can look optimistically to the future.
Historian: I’m sure of it.
Scholar: Let us on this positive note conclude our dialogue. Thank you for your attention.
