It is possible to find dangerous and negative effects of new technologies practically in all fields, but, as a rule, benefits outweigh possible dangerous effects and people ignore possible danger that the new technologies can bring to people. Such an approach to new technologies may be erroneous, as Edward Tenner (2005) believes. However, in actuality, it is necessary to underline the fact that the introduction of new technologies is an essential part of the general progress of the mankind. Today, new technologies can open absolutely new opportunities for the progress of the mankind.
As for prospects of the technological development, it should be said that nowadays for instance there are a lot of hype and speculation surrounding next-generation networks. It seems to be quite simple to predict with a high degree of certainty that this direction is very perspective and in the future it will progress. But the hype surrounding it would probably have the same effect it has now because the basic principles of its functioning and the basic principles of the market remain unchangeable. Consequently, there would be the same problems that are observed now but also there certainly would be benefits for consumers and naturally for producers as well.
On the other hand, negative effects of new technologies are either unknown or under-researched, but even if people are conscious of certain risks it does not prevent them from the introduction of new technologies because new technologies mean progress. Obviously, without a progress the mankind is likely to degrade, while new technology accelerate human evolution and the technological advancement brings benefits which always dominate and overshadow all possible risks.
In this respect, many specialists (Tenner, 2005) dwell upon the problem of the misuse of new technologies, including Internet and telecommunication systems by students. For instance, many specialists (Baucus, 1993) report cases of the spread of offensive information via Internet, including universities’ websites. In such a situation, many Universities attempt to develop their policies and code of conduct which establish standards of using Internet by their students in order to avoid possible misuse of the Internet.
Another important problem that arises in the result of the emergence of new technologies is the problem of the violation of intellectual property rights. In this respect, students are particularly inclined to the violation of the intellectual property rights because they tend to use the information they retrieve from Internet in their own papers and researches without the authorization or consent from the part of the author. At this point, it is worth mentioning the fact that the problem of the violation of the intellectual property rights by students becomes particularly significant and serious because of the lack of legal regulations of the protection of intellectual property rights on the Internet. The research focuses on the problem of the effectiveness and impact of technologies presented in schools on students in other countries and on their social cultures. In addition, the research aims at the revelation of reasons of the lack of attention to the assessment of technology programs used at schools. In this respect, the study’s primary concern is the significance of technologies and technology programs for schools and students. In the modern education, technologies play an important role and modern schools are practically unthinkable without the use of technologies. However, what is a norm for American students, for example, may be a sort of miracle for students in under-developed countries, which suffer from technological backwardness and which schools are poorly equipped with a few technologies applied. As a result, the study should reveal the extent to which technologies can influence students.
In this value, the study will pay a particular attention to the problem of the use and impact of information technologies and modern telecommunication systems. For instance, the use of internet and mobile technologies and means of telecommunications open new opportunities for students. At the same time, technologies can influence consistently the youth culture because it is the youth who is inclined to use innovations and adapt them to their daily life. Therefore, students are the most vulnerable to the impact of new technologies. In addition, the study should research existing technology programs and find out the reason why researchers and educators pay little attention to the assessment of technology programs. In this respect, the study of existing researches and literature review will be needed as well as the analysis of existing technology programs that are currently applied in schools. The study should involve all parties affected by the research.
Participants
Participants of the study should comprise several groups: students, educators, technology specialists (for instance, IT specialists), and control group. Students should be involved in the study as subjects to the study of the impact of technologies on their cultures. Basically, students should be both male and female, at the age of 13 and above because at this age students are already starting the formation of their own cultures and they start maturing in the course of teenage years. In such a way, they start forming their judgments, values and cultures, whereas by the end of their school years they have their own specific culture and the involvement of students in the research will help to reveal the extent of the impact of technologies on their cultures.
Educators and technology specialists should be involved in the study to obtain reliable information on the use of technologies in schools and their impact on students. Educators can provide information on technologies used in schools, how they are applied in schools and their impact on the learning process. In such a way, teachers will help to reveal the extent to which technologies are used in modern schools. In this regard, technology specialists will help to understand whether technologies used in schools are up-to-date and really useful or probably more advanced technologies can be used, whereas teachers can assess the effectiveness of use of technologies that are currently applied and that can be applied in the future, according to recommendations of technology specialists. In addition, educators can reveal major problems and cultural impact of technologies on students. The control group will comprise of students to control the group of students involved in the study.
