In Wenchuan city, the most severely affected by the disaster, the production is almost completely restored now. Discussing the topic of Sichuan, it is worth mentioning that the area of development of new and high technologies in Chengdu was one of the first of such zones in China. It hosts more than 400 companies with foreign capital. They include well-known international corporations American Motorola, German Siemens, the Japanese Sumitomo, Thai “Charoen Pokpand” and others. The center for research and development of the Ericsson was opened 5 years ago in the area of development of new and high technologies Chengdu. Director of the company for wireless communications at Ericsson Kong Syandun company said that after the first comprehensive analysis and calculations, it was decided to invest in the city of Chengdu. He said:
“Research and Development Centre at the Ericsson in Chengdu was built in 2004. Why did we choose this city? First, it was done to support local government, and secondly, we were able to attract the best employees, as in Chengdu, there are many good universities. Also, to invest in Chengdu is much more profitable than in Beijing, Shanghai and other major Chinese cities” (Haddow 2009).
Many companies based on foreign capital, like the excellent investment environment in Chengdu, and open up their own factories and affiliates there. They are sure that the May earthquake of 2008 will not significantly change the investment environment. On the other hand, the tragedy has shown that the infrastructure of the city was stable and reliable, and the enterprises, based on foreign capital, are becoming more confident in the future. The director of the Limited Liability Company Uni Soft in Chengdu Richard Tsao said:
“We also like the high quality of infrastructure in the city of Chengdu. An earthquake in May 2008 was the test for urban construction. When the first shocks appeared I was in the office and everything worked there, electricity was not disconnected. This means that the city of Chengdu was initially correct and reliable choice. It was a very high level of security” (Rae 2008).
After the earthquake, many companies based on foreign capital, not only did not leave the province of Sichuan, but also started to increase the investment. This is closely linked with the work and efforts of local government. It has taken proactive measures to mitigate the effects of the earthquake for local business. Great importance was given to the restoration of investment confidence of foreign investors.
After the earthquake, the Sichuan Commerce Administration has started to help to restore production. First of all, support was given to enterprises based on foreign capital. A member of the management Shi Zhenghua said that after the quake, many foreign companies began to increase investment in Sichuan Province, especially in the first quarter of 2009. Mr Shea said:
“In the first quarter of 2009 the construction of 15 objects, which attracted foreign investment (more than 10 million U.S. dollars) started in Sichuan Province. At the same time, seven enterprises that are based on foreign capital have also sharply stepped up their investments” (Haddow 2009).
According to the official information, by the end of March 2009 there were 4323 enterprises based on foreign capital (in 174 more than before the earthquake) in the six affected areas of Sichuan. Total volume of foreign investments amounted to 43 billion U.S. dollars.
Deputy Head of the Administration of Industry and Trade of Sichuan Province, Huang Chun said that in the aftermath of the earthquake and the global financial crisis, the growth of enterprises based on foreign capital decreased in comparison with 2008. But foreign investors are still showing quite a lot of enthusiasm among the investment in the province of Sichuan. He said:
“After the earthquake in Sichuan province, the number of enterprises based on foreign capital, is still growing. From May 2008 to March 2009 just in Chengdu there were opened 166 such enterprises. In other areas affected by the earthquake, there also appeared a lot of new companies based on foreign capital” (Sichuan Earthquake 2009).
According to the opinion of foreign investors, the great reconstruction works in Sichuan province provide great opportunities for business development. Deputy Director of the branch of the Ericsson Company in South-West China, Mr. Frank Lee said that in November, the headquarters of the branch moved into a zone of development of new and high technologies in Chengdu. The company “Ericsson” believed that the province of Sichuan had huge prospects. In addition, together with “China Mobile” and “China Unicom” the company “Ericsson” restored the telephone network in Sichuan province. Mr. Frank Lee expressed confidence in further successful development of the company. He said:
“After the earthquake, we founded new opportunities to expand market in China. In 2008, the profits of Ericsson in China increased by 40% compared with 2007. Demand for the reconstruction of communications networks in earthquake-affected areas has allowed the company to increase profits” (China Earthquake 2008).
So, on the 12th of May at 2.28pm local time on the south-west of China was the earthquake, which resulted numerous casualties and destruction. According to official government figures, in the province have been completely destroyed more than 5 million houses, thousands of schools and hospitals. The rail and road transport system was destroyed the same as the electricity and piping in the region.
However, after two years the province was restored. In May 2010 the reconstruction of 2585 schools and more than 1200 medical institutions was completed. Almost all roads, bridges, dams have been rebuilt already. Business attracts foreign investments to the province. The reconstruction of the province affected by the earthquake in 2008 is close to completion and there is a hope that in the near future its residents will be able to return to normal life.
