BACKGROUND
Terrorism has occurred in various forms for hundreds of years but has been increasing in scope and intensity in the last several decades. Politically motivated, terrorism involves planned acts of brutality and violence committed by one or more people against governments, religious groups, and citizens. Because terrorism has become such a devastating world problem, governments and experts in the field are searching for solutions.
